Marshall is a retired U.S. Marine, Vietnam Veteran and former U.S. Department of State diplomatic Official in Iraq and later a member of the U.S. Congressional Commission on Wartime Contracting in Iraq.
Marshall returned from Saudi Arabia in December 2012 after seventeen months, where he was the Senior Program Investigator for a very large U.S. Government Aviation Program in the Middle East.
As a member of the United States Congressional Commission on Wartime Contracting, Iraq/Afghanistan (CWC), Marshall represented the CWC in Iraq. He returned from Iraq in January 2011. His total combined civilian service in Iraq exceeded four years.
The son of a migrant worker Marshall was born in California, and came to North Carolina as a young U.S. Marine in 1976. He has been a North Carolina citizen for over 36 years.
After returning from over three years in Iraq in 2006 Marshall became the Director for the U.S. Army CECOM RESET Middle East Program until joining the United States Congressional Commission on Wartime Contracting (CWC) in 2010 when he returned to Iraq. In 2011 after the CWC was de-commissioned, Marshall became the Program Manager for the US Army CECOM PM-Forward looking Infrared Research Program at Ft. Belvoir Va.
Marshall is a former U.S. State Department (DoS) advisor to the Iraq Minister of Interior as well a senior member of the Iraq Reconstruction Management Office (IRMO) Provincial Reconstruction Team (PRT) where he was a Provincial Program Manager. In 2005 he authored the Iraq Ministry of Interior National Maintenance Plan.
In 2003 Marshall was the U.S. Coalition Airport Director for Basra International Airport, Iraq and was key in the opening of Basra Int’l Airport to Commercial traffic in 2004.
Marshall was the Senior Aviation Logistics manager for Kaman Aerospace in their Egypt programs and lived in Cairo for four years. Marshalls varied Middle East experience exceeds twelve years.
Marshall is lifetime member of the North Carolina Society of Hispanic Professionals. He is also a member of The Society of Industry Leaders, consulting group, and has advised major Corporations.. He is a 2013 recipient of the NC HABLA Award for Government and Civics.
Marshall attended the University of Maryland and Coastal Carolina College. He is also a graduate of the Marine Corps Staff Academy, the Navy Senior Aviation Logistics Management School, and the Marine Corps Embassy and Recruiters Schools.
Marshall and Becky Adame reside in Jacksonville, North Carolina. They have four children, Paul, Veronica, William, and Benjamin, and fourteen grandchildren.
Marshall’s sons William and Benjamin are Iraq/Afghanistan combat veterans. William was wounded in Battle, as a tank commander, near Baghdad on July 2, 2006 and was retired as a Wounded Warrior. Benjamin served in Iraq for 30 months and 12 months in Afghanistan in communications. Both are highly decorated veterans. Marshall’s eldest son Paul is a five year veteran of the U.S. Air Force. Marshall’s daughter Veronica is a corporate executive in North Carolina.

MARSHALL ADAME ON THE ISSUES (a brief synopsis )
Veterans and Service members
Having served for 23 years in United States Marine Corps and fighting in Vietnam, I understand the need to support our veterans after they return home. My three sons are military veterans; two are combat veterans and one is a wounded warrior. I will work tirelessly to ensure our nation keeps its promise to our veterans. I understand the sacrifices required of our young servicemen and women and their families. When our veterans return home, their physical and psychological wounds need to be addressed promptly.
The VA health system must be improved. All Veterans should also be eligible for the Affordable Care Act. Currently, if a veteran is covered by VA benefits, he/she does not qualify for the ACA. In many cases, particularly for veterans living in remote, or rural areas, private insurance can provide more efficient care and in those cases veterans should have that choice.
Higher education and job training programs also need to improved. Our nation has many paid recruiters to enlist our young men and women. The government should equally invest in paid employment counselors to assist in finding civilian employment after honorable discharge. The unemployment rate for veterans is approximately twice the national average for civilian citizens. Our history shows that our nation is often too quick to go to war, employing our young people with little concern for them as individuals after their discharge. I will pledge to be a voice for our veterans.
Finally, I believe our brave men and women who are serving this country should have a well-deserved pay raise. The families of our service men and women should not have to rely on public assistance. To ensure economic security after their military service, I also support a living wage requirement in America.
I believe we need to cut fat out of our defense budgets, not muscle. I will work to reduce the Department of Defense budget by reducing the reliance on expensive private service contractors, investing those resources in our troops and equipment.
Standing with our Seniors
I believe solutions for our budget should not further burden our senior citizens. I will work vigorously to protect the long-term solvency of Social Security from the conservative forces in Congress who want to raid the Social Security or privatize it for political gain. I will fight hard against reducing contributions and caps to Social Security. Our nation must keep our promises to senior citizens. Social Security has contributed greatly to reducing poverty in America. Protecting and expanding Social Security, Medicare, Medicaid and further expanding and improving The Affordable Care Act will be a priority. There are many tax loopholes which directly benefit the super wealthy and corporations that should be closed to enable a more effective budget. Cutting programs for seniors is not an option.
Voter ID
I believe that we all must work to expand citizen voting and participation in our Democracy, not restrict it. Current changes being proposed and implemented in many states are a threat to our Democracy. New legislation in our own state of North Carolina will reverse years of progress. In 2012, after years of legislation to improve voter access, North Carolina's election system ranked 8th in the nation – and 1st among all Southern states – based on such factors as waiting time to vote, voter registration rate and voter turnout. While North Carolina made great strides between 2008 and 2012, it remains to be seen how the new elections overhaul law enacted in 2013 will impact the state’s score moving forward. I believe NC standing will go to the bottom. Many of the provisions in the new law – such as the elimination of out-of-precinct voting, ending same-day voter registration and increased requirements for absentee ballots and Voter I.D. requirements will most likely destroy our standing in the 2014 and 2016 elections.
I will fight to re-establish the full power of the Voting Rights Act, set aside by the US Supreme Court in June, 2013. I believe that America cannot support any voting changes which disenfranchise voters, or lower voter access. I support the actions of the Justice Department to negate new restrictive voting legislation including the new, very restrictive Voter I.D. law in North Carolina.
Student Debt
Every American must be concerned with the outrageous amount of U.S. College Student Loan Debt threatening the attainment of higher education for millions of Americans. These obligations also threaten the future for current students and post -graduate students who already find themselves with a student debt level so great it threatens their future and damages the U.S economy. Student Loans have been a for-profit venture and our economy is suffering. Student debt prevents graduates from buying homes and automobiles. There are approximately 37 million student loan borrowers with outstanding student loans today. (Source: Federal Reserve Board of New York).
Today there is roughly between $902 billion and $1 trillion in total outstanding student loan debt in the United States. The Federal Reserve Bank of New York reports $902B while the Consumer Finance Protection Bureau reports $1T. This crushing debt is stifling a vision for a successful, innovative, creative and risk taking society. U.S. students struggle to compete with students from foreign countries where college education is paid for, or heavily subsidized by government. U.S. Banks and the U.S. Government are making huge profits on student loans as our students slide down the qualitative and quantitative scale of higher education as compared to the rest of the world. We must address this crisis in higher education with bold and decisive leadership.
There are a few remedies for loan forgiveness and repayment currently employed thorough the federal government but more needs to be done. For example, those working in the Peace Corps, AmeriCorps, or Volunteers in Service to America qualify for deferment of federal loans, as well as a partial forgiveness for any outstanding balance. These programs must be expanded and the amount of debt being relieved must be significantly higher. There are approximately 37 million student loan borrowers with outstanding student loans today. (Source: Federal Reserve Board of New York). We must craft new policies and expand existing programs to cover most, or all of the outstanding student debt. I will join Senator Elizabeth Warren efforts to craft a workable and bold solution to this issue.
Supporting a Living Wage and Jobs in America
I will fight to bring good paying jobs to Eastern North Carolina and support jobs bills in Congress. Supporting "Living Wage" legislation in Congress will ensure working Americans can live in dignity and financial solvency. We cannot continue to subsidize giant corporations who pay workers below a living wage. The businesses earn high, even historic profits while the employees must receive food stamps to put food on the table.
I will never vote to restrict Collective Bargaining and I pledge to fight against Anti-Union legislation in Congress I fully support our nation’s workers right to collective bargaining.
I will not support any international trade deals that will send American jobs overseas, or provide unfair benefits to our foreign trading partners. I will never vote to give any form of tax breaks to companies who move their production out of the U.S.
Getting Americans back to work rebuilding this country, especially critical infrastructure like roads, bridges and schools through a new government sponsored and funded Jobs Program aimed at restoring the nations aging infrastructure is an urgent need. Mayors, County Commissioners and local business people will be critical to the decision making process in the rebuilding of our country’s infrastructure.
Protecting our North Carolina Coastal Region, its Environment, Culture and its Economy
The coastal region of NC, from Wilmington to Elizabeth City and the Outer Banks, is teaming with commercial fishing, recreational fishing, and an abundance of tourism. Our region is also a protective habitat for many domestic and migratory species of birds, mammals and aquatic life. I will stand with the citizens of Eastern North Carolina to protect our Culture, Environment and Industry and the character and identity we cherish. I will always be a friend and partner of our important Fishing and Tourism industries, protecting and preserving our Coastal North Carolina region. Marshall Adame will be the voice of working men and women throughout Eastern North Carolina.
Standing with Women and Children
Although many strides have been made to advance Women’s rights in the home and the workplace, there still exist a subculture of discrimination against women in America. I support The equal rights Amendment as well as the Violence against Women Act, which provides funding to help prevent domestic abuse, but treating the symptoms of discrimination is not enough. We must truly strive to have equality throughout our country. I believe that the very notion that a woman may be paid less than a man for doing the same job is absurd and may violate the U.S. Constitution.
I believe that supporting and defending people when they are vulnerable is one of the core values of this country. Protecting anyone from abuse, but particularly women and children, is one of my top priorities. I know firsthand what it is to be alone, hungry, afraid and physically abused by those charged to protect me, a small boy. My own personal experience of abuse as a child gives me full understanding of the atrocities many children in America experience every day.
I believe that government must have limits in a Democracy, or a Democratic Republic, as we have in the United States. I do not believe that it is government's role to dictate the outcome of any medical decision between a woman and her doctor, or to legislate morality.
Looking towards our next Generation
I will work diligently to get this country’s fiscal house in order while not sacrificing our country's future to do it. I believe we must protect institutions like our Public Schools, Public School Teachers, Social Security, Veterans Assistance, Medicare, Food Stamps, the Affordable Care Act and our U.S. Postal Service while making sure that we do not put the next generation into greater debt. Just as you are, I am tired of seeing our country's wealth and blood squandered on illegal / unnecessary foreign wars. The War and Drugs and War on Terrorism have morphed into little more than a license to steal the wealth from Government coffers. We must not allow our government to use our fears to justify violating our Constitutional rights to privacy. I will never vote to throw money at our nation's issues without a plan clearly outlining the benefits to our citizens and will resist any privatization of traditional government roles in America. "If we fail to plan we are planning to fail." Our children are depending on us to ensure their future. I am committed to bringing people together across party lines to get our country back on track. Funding has never been America’s problem; poor leadership has. I will devote my energy to the success of our next generation and not to my success in the next election.
